고대에 예족이 중심이 된 영동의 濊國과 맥족이 중심이 된 영서의 맥국이 강원 지역의 양대 세력을 이루었다는 인식이 일찍이 형성되어 왔다. 그러나 춘천 맥국설은 신라인의 사실과 다른 인식에서 비롯되었다고 보인다. BC 3세기 무렵 濊族이 형성한 臨屯이라는 정치체가 확인되는데, 그 주민의 일부가 BC 2세기 말 현재의 강원 영서와 영동 지역으로 확산되어 왔다. 이들은 철기문화를 배경으로 하여 선주민을 복속시키거나 융합하면서 경질무문토기, 凸·呂字形 주거지를 특징으로 하는 문화를 형성했다. 춘천의 정치체는 古朝鮮이 멸망하면서 臨屯郡의 지배를 받다가 樂浪郡에 이관되었다. 그러나 그 문화의 기반은 濊系였으며, 沃沮, 東濊와 다른 정치적 환경에 있으면서 영동 지역과 문화의 차별성이 나타나기 시작했다. 이들이 嶺西濊이며 그 강력한 집단 중 하나가 『삼국사기』의 貊國이다. 2~3세기경 춘천의 우두동 유적을 중심으로 한 大邑落이 형성되었으며 주변의 중소 읍락, 취락군과 느슨한 연맹을 맺고 있었다. 이후 百濟의 침투를 겪다가 결국 4세기 말 高句麗에 의해 멸망당했다. ‘맥국’의 주민 집단은 맥족이 아니라 예족이 중심이었으며 사회의 복합도와 지배체제가 소국에 미치지 못했다. 新羅가 6세기 중엽 영서 북부 지역으로 진출하면서 오랜 동안 이곳을 통치했던 고구려를 의식하여 맥족의 본거지라고 오인했다. 賈耽의 『古今郡國志』는 이러한 정보를 기초로 하여 쓰여졌으며, 이것이 『삼국사기』에 채록되어 현재의 춘천 맥국설로 확대 재생산되어 왔다.
It has been said there were two powers of Maek-guk and Ye-guk(濊國) in the ancient Kangwon area. However, this was derived from the knowledge of the Silla people of this region. Lintun 臨屯 formed by the Ye(濊) people can be confirmed in the 3rd century BCE, when a part of them were dispersed into the current Kangwon-do Province at the end of the 2nd century BCE. These people are characterized by particular cultural traits based on the iron culture. The polity of Chunchen(春川) has been controlled by the Lelang 樂浪 Commandery for over 300 years, but its people and culture belonged to the Ye. Under the rule of different polities, cultural differences emerged between the regions of Yeongseo(嶺西) and Yeongdong(嶺東). An influential Ye polity in the Yeongseo area was called Maek-guk(貊國) by the Silla people. They advanced to this area, which had been under Koguryeo rule for a long time, much later than to the Yeongdong area; this is the reason the Silla misunderstood the old polity established by Maeks in current Chuncheon. This erroneous information was transferred to Tang 唐 by the ambassador Han Zhaocai 韓朝彩 and recorded by Jia dan 賈耽 in his book, Bibliography of Present and Past Districts(古今郡國志). This was the source that made it possible to believe there was a powerful polity formed by the Maeks in Chuncheon.
